How To Get Schools To Let Me Pass Out Flyers?

I work with a youth theatre company, and I do all the marketing. I’ve been having the hardest time getting schools to let me leave flyers for our kids classes and camps. I’ll call and email and they won’t get back to me. I figured, okay, I guess schools don’t let you advertise kids programs anymore, but my friend was just telling me that she has flyers for her dance classes in every school in town. She said her company has ALWAYS had flyers in schools, so she just delivers updated ones and never has to ask anyone. What gives? Why won’t they let me leave flyers? Who’s the best person to talk to about this? Is there a best way to go about asking?
